So it's my navibox? That explains why I have trouble on all my pages. Sad, but acceptable sacrifice for the moment. Let's see if this works.
When wearing these boots you can walk on the surface of water as if you were under the affects of ''[[SRD:Water Walk|water walk]]'', although you are actually in contact with the water (and thus subject to damage if you try walking on lava or other substances). In fact, you find you can't stop moving while on the water. When over water, your land speed doubles but you must move at least 10 feet each round or you will sink.
Once per hourwhile on water, you can cause the boots to give you a burst of speed. As a full-round action you move up to x10 your speed in a straight line. Your movement kicks up a wave of spray in a line behind you, acting like ''[[SRD:Fog Cloud|fog cloud]]'' which disperses in 1 round along your path of travel.
The boots give you a slight benefit when attempting to travel underwater. You gain a +10 foot bonus to your swim speed, or +10 feet to your speed when making a successful Swim check.
