WBL for a level 10 character (minimum for level 10 Ioun Master without cheese) is 49k. - You don't even need that much; a burned out Ioun stone is only 25 GP (if I recall correctly), and can be used for Ioun Blast. WBL for a level 10 character (minimum for level 10 Ioun Master without cheese) is 49k.
