Oooo, this... doesn't really work at all. The first big problem is that it misses the point of scaling feats: if you can't get in at low level, you are defeating the "scaling" part. In short, by the time you can get this feat you have all but the 9th level benefit, unless you spent your time multiclassing about. But you're not gonna do that, never lose caster levels.

As for the benefits...

0: This can be ok, but do be wary about lowering metamagic costs. It's always stronger than you might expect. At least you have the "never less than 1" boilerplate.

1: And then you give another -1 cost again. What? Why?

3: This is both confusingly worded and probably broken, as any optimized caster worth their salt will be packing a big modifier. By this level, anywhere from +8 to +13. That's a lot of caster levels!

6: And that boilerplate about minimum 1 metamagic is now gone, oh well balance...

And mind you, you have all of these to begin with.

9: All things considered, this is nothing to what you've just gotten.

Yeah, this stuff both misses the point of the scaling, and is too strong for its own good.

First off, this is not IGTN's feat. Please make a user name or something.

Now let look at the benefits:
0- Pretty damn good but not borked.
1- Epic feat at 14th level (or whenever you meet that insane prerequisite anyway)? And one that does not suck too. Combined with the first benefit this is insane.
3- Welp, that totally broken.
6- Holy shit this is even worse.
9- This is unwise at best. Almost look balanced compared to the last two benefits.

Overall, good effort but this is pretty bad. I'm sorry.
