Oooo, this... doesn't really work at all. The first big problem is that it misses the point of scaling feats: if you can't get in at low level, you are defeating the "scaling" part. In short, by the time you can get this feat you have all but the 9th level benefit, unless you spent your time multiclassing about. But you're not gonna do that, never lose caster levels.
As for the benefits... 0: This can be ok, but do be wary about lowering metamagic costs. It's always stronger than you might expect.
