Public Enemy

You have been declared, rightly or wrongfully, as a public enemy by a ruler or ruling body. As a result, you are an hounded outcast who must rely on disguise and paranoia to survive. Even in exile, you rarely feel safe from the wrath of your enemies.

Effect: You treat all non-hostile creatures to be treated as unfriendly. You cannot improve this attitude unless you succeed on a Sense Motive check to get a hunch, to determine that they are not hunting you or friendly with your enemies. If you determine or otherwise learn that they enemies, you become Shaken in their presence, until you successfully reduce them to 0 hit point or below. Furthermore, when confronted with your true name or identity, you are Staggered in the first round of initiative of any following encounter.

Benefit: Any bonus feat for which you meet the prerequisites.

Special: As part of taking this flaw, choose an organization or nation which usually plays a prominent part of the game (GM's discretion). This faction has declared the player a public enemy, with any potential consequences for doing so. If you manage to clear your name, defeat the organization, or otherwise overcome your fear of having your identity uncovered; you lose this flaw and the next feat you would gain from leveling.
