This spell functions like time stop, except it requires concentration and has a longer possible duration. In spite of consuming your standard action, you can use your remaining move action to perform any standard action as long as it does not require concentration. In addition, you are unable to move farther than 20 ft away from the area you cast this spell. The time is typically used for making observations, running the clock on durations running on yourself, benefiting from fast healing, or simply buying a moment to rest.
If cast in a spell slot three levels higher, the duration simply becomes Concentration with no limit, and the area you can travel out to becomes 200 ft.
