I can't really give it a full review if it's not finished yet, and at this point I honestly can't tell. But I doubt it, given that there aren't any specific plane attunements or plane-related powers after "generic", "positive" and "negative". As it stands, for the sake of wiki-coding, I would recommend not putting the planar powers in the table. That's going to make your table look swollen and ugly, which you can already kinda see happening with the first three columns. It's also really hard to squeeze an actual detailed description of the power in that small space, and improving the clarity on those abilities should probably be a long-term goal as the numerical values by themselves don't explain much to me.
As for its Balance Point, it's a bit early to tell. Having powers dictated to you by what plane you choose instead of normal spellcasting initially strikes me as below wizard-level and the powers so far haven't been all that impressive (I mean, cure and inflict wounds only goes so far). Even raise dead and animate dead are good (or in the former case almost essential), but not really wizard-level as written. I tend to interpret wizard-level as "you can end the encounter with this one ability", with glitterdust as a case-in-point. So if you start breaking out things like plane shift, dismissal, banishment or dimensional lock that can just end things right there, then we'll be talking wizard-level. But until it's got everything, I can't say for sure what it is Balance Point-wise.
I'm not sure I'm down with the premise, at least that is to say I'm not sure this isn't something you could do as a full caster with a list of bonus spells not normally available based on what plane you are attuned to. This would function similarly to the Tome Sorcerer in terms of how the bonus spells are gained and in the way each would have a special power based on what plane they are attuned to. It doesn't really work with your current plan of being attuned to multiple planes, but a planar magic-based spell list would very much compensate for that. As it stands, it seems you need multiple planar attunements to actually get you enough powers to not be like "I cast inflict wounds" every turn, which would honestly suck after a while in my opinion. You may also be looking for a Balance Point that's not equivalent to a full caster, but that's where I think this has the most future.
