Extinguish Ball

You create a ball of glowing light. As it passes near flames, the flames seem to fly up and be sucked away into the sphere, snuffing the flame.

You conjure a sphere of light which negates fire in a 5 foot square. It can be conjured anywhere in range and be moved as a move action, or set to follow in your square or adjunct to you. Any mundane flames in its square are immediately extinguished, though a fire can start again if the sphere moves and the area is lit back on fire.

As a swift action, you can command the ball to detonate. It immediately negates all flames in a 20 foot burst, and the spell ends.

Alternatively you can use it as an immediate action to counterspell a single [Fire] spell you successfully identify. Treat is as if using greater dispel magic to see if you counter the fire spell. After this, the sphere breaks and the spell ends.

Mundane fires the sphere passes over gain no save against extinguish ball, while magical fires get a dispel check. A successful dispel ends this spell, otherwise the magical fire persists.
