Judging from how you've set up the entrance requirements, I'm going to assume that the intended entry for this class is as a Rogue3/Arcane2 or Rogue4/Arcane1, with both relying on taking Practiced Spellcaster or something similar to meet the caster level requirement. Spellthief could get in at 5 if it found a way to get the cantrips and had enough Charisma to get a bonus 1st-level spell.

The reduced spellcasting is pretty effectively compensated for by Spell Feint and Magic Tricks - honestly, with Magic Tricks handing out so many nice persistent effects so early, this would probably be Wizard-level with more casting or extra Magic Tricks, so fairly spot on there.

All in all, while getting the caster level to get into this class does hurt for a Rogue, I think it more than pays for itself. Probably still at the High balance point, though. BloodyRose (talk) 02:07, 24 February 2020 (UTC)
