The sorcerer snapped his hand up and the fireball bead slowed and halted in mid air, burning angrily.

A projectile which passes within range becomes halted in space and time anywhere before impact. This applies to both physical projectiles, and magical rays, ranged touch attacks with launched components like acid arrow, and the bead-like projectile of fireball. The spell is held in abeyance for the duration, and may be dismissed as a move action. You may slightly redirect the target of the spell to be any new target within 15 ft of its original target, using the original attack roll and damage.

Some focus must be maintained to keep a projectile in stasis, so you may only have one instance of static projectile at a time (additional uses cause previous instances to dismiss without retargeting). You also lose focus if you become unconscious or otherwise unable to perform mental actions in its duration.
