Not Moderate
Potentially triples your move speed in a way that lets you also take full round actions. I can see this being Very High actually. Also the +2 to initiative thing seems like it could get awkward to adjudicate (especially since you say "next" initiative check? - On the triple speed: not really, the movement still expends a move action. The only benefit is not provoking. I will write it better.
