Please finish this. Without the spell list it is currently useless.

What if, rather than have a fixed spell list, they can choose 2 or 3 allowed domains or spheres. And you made spell fatigue and hit point cost based on spell level rather than on a per spell basis?

Would that push it up a balance point?
