Create a new weather effect!

Weather

The sun is shining, the birds are singing. Everything is looking good. Oh wait, I lied. There is actually a typhoon coming this way. The winds are picking up, and it looks like a mage just called acid rain upon us. How does this affect the world? Well, to answer, we define weather effects as a list of properties, just like spells and martial maneuvers.

Reading a Weather Block

A weather block looks like this:

A simple mist of cloud obscures your vision.

Type: Mundane

Area of Effect: A cloud that varies in size anywhere from a few inches wide to encompassing an entire planet.

Cause: Droplets of water vapor or other visible gas suspended in the air near the ground

Removal: Varies, heat radiation from sun dissipates fog created by water vapor.

Effects 

Ranged Attack Modifier: 5% cover and -1 penalty for every -2 spot penalty; 
Sensory: -1 to Spot for every 25 feet (light). -1 to Spot for every 10 feet (thick). -2 to Spot for every 5 feet (heavy).

Type

Weathers may either be mundane, magical, or psionic. Possibly I should add planar to this, for weather effects of other planes. Currently those are just mundane.

Size and Shape

These are arbitrary, but when they are as the size and shape rules of spells, they follow those rules. For example, cloud means nothing, but we assume you know how to put clouds on a map. In the case of fog, the cloud is actually touching the ground.

Cause

What causes this weather effect? Where can it form?

Removal

If the weather effect dissipates, how long does it take? Can spells remove these? By default, a lesser wish or lesser miracle spell may remove any weather effect. If those spells cannot, make note of it in this section.

Effects

Sensory effects explain how this effects spot checks, listen checks, darkvision, blind-fighting, invisibility, and more.

Ranged modifiers explain how this weather effect grants or removes cover and the penalties it adds to ranged attacks.

Other effects go after it.
