|reason=It doesn't go far enough.  The damage is nice, but very "eh" for 9th level, and the other effect, while fluffy, isn't worth a 9th either.  Especially not since it runs out.  This should read more like "Do a bunch of damage, do even MORE vs undead, and anyone who does can't be undead-ed ever.  If you kill an undead that respawns like a lich or ghost, they must save or not be able to respawn."  Now that's a 9th.

It doesn't go far enough. The damage is nice, but very "eh" for 9th level, and the other effect, while fluffy, isn't worth a 9th either. Especially not since it runs out. This should read more like "Do a bunch of damage, do even MORE vs undead, and anyone who does can't be undead-ed ever.
