A rolling cloud of amorphous dogs rolls in, barking constantly and driving you mad.
A horrifyingly adorable and terrifying abomination, the dogstorm is a swirling vaporous cloud of dogs in a vague gray fog from which they rapidly manifest and vanish from. The dogs are completely non-hostile. They will never fight back and actually show no signs of being able to be harmed directly. However, they bark constantly. When defeated, the storm disperses into a thin mist. Those who fall victim to the insanity of the dogstorm become part of it, and often the storms leave normal stray dogs in its wake.

Dogstorms don't "fight", but they do seem to chase after sentient beings to bark after them. Those who fall unconscious in the dogstorm become dogs, and they (and pre-existing dogs) are swept away to their next location. They show no more sapience than your average dog.
On defeat, often a few stray dogs (plus any dogs picked up by Cloud of Dogs) are deposited in the area.
Cloud of Dogs (Ex): The dogstorm is amorphous and flows like a cloud, though under control of its own motions. It can slip through spaces large enough for a single dog to slip through. It is treated as a Medium creature for the purpose of interacting with wind effects.
Canines which enter the dogstorm have a danger of being swept up. They must make a DC 18 Fortitude save or be swept up with the dogstorm, carried along it immobile in the center of the cloud and randomly dropped, often far away when the dogstorm relocates. They may make a saving throw each round to negate and fall, but most dogs stop struggling once they are off the ground for fear of falling damage. The saving throw is Constitution-based.
Dogstorm: Being inside the dogstorm subjects you to intense barking. All those in the storm briefly obtain The Barkening flaw with no benefit. Creatures must also make a DC 18 Will save or take 1d6 points of Wisdom damage, save negates. The saving throw is Constitution based.
If a creature falls to 0 Wisdom in the dogstorm, they must make a Fortitude save at the end of their next turn or be subject to baleful polymorph (dog). Their ability scores are restored and they are treated as already having failed the secondary Will save. Often, they are immediately picked up as well (see Cloud of Dogs). Fortunately, it lasts for only a limited time. After one week, the effect wears off often leaving a confused creature hundreds of miles away with their face in a dog food bowl.
Distraction (Ex): Any living creature that begins its turn with a dogstorm in its space must succeed on a DC 18 Fortitude save or be nauseated for 1 round. The save DC is Constitution-based.
