All of this is balanced since the weapon costs more: it isn't a masterwork weapon yet but the sxtra amount of money reflects a partucularly advanced level in the weapon's technology. This Cavalry Saber is basicaly a form of "definitive weapon's form" for its kind, it means it is an excellent model within the family of the "Longsword-type weapons". Many Hibrids are possible to be made with basically every kind of weapon, since every creation is possible in D&D, the charachteristics of everything can be put toghether, if it makes sense and follows the logic.
