Dexterous [General]
Prerequisites: Inhuman form, or otherwise lacking tool-using hands or appendages.Benefit: You can use hand-held weapons and hand-held tools. It is up to you and your DM to describe how this is plausible. You take a -1 penalty to attacks or checks when doing so, as your form is not optimized for this. You still need to be proficient in their use if applicable, or face those penalties as well.
Normal: Creatures without proper tool-manipulating appendages either cannot use hand-held items and tools at all, or take a -4 penalty to attacks or checks for using items awkwardly.
