This would be a flavorful, level-appropriate improvement to black tentacles, if it was Fort Negates, or Fort Partial. Stunning even on a successful save is a little bit much, IMO. However, since the stun duration is only one round, and only effects one target, I can't quite say I hate it.

Hey, this is basically what Avascular Mass was in the Spell Compendium, only now it doesn't stun the target if they fail their save and doesn't cause damage if they succeed. (I also notice that it's not a ray anymore.) It's still a solid spell that's great at the opening of a fight; I just wish it stayed true to the original spell and left the blood vessel interference to Avascular Mass.

I love this spell. I just want to cast it and tell hapless victims to "stop grappling yourself" over and over again.
