Blood is thicker than water? I don't think so!
You cause a 20 foot radius spread of water to thicken into a slimy gel. It acts as difficult terrain for those passing through the water, and may be used to make difficult terrain on surfaces covered with at least 1 inch of water. Underwater, the gel sticks together in a runny sphere which is difficult to see (a DC 20 Spot check reveals the faint outline of its edges).
Creatures which breathe water have difficulty breathing the water gel. They are staggered while in the water gel unless they hold their breath (and subsequently deny themselves the ability to use verbal components). Spellcasting with verbal components suffers a 20% spell failure due to risk of choking.
