If this is allowed in a campaign, it makes humans redundant. Seeing as they're one of the best races around, that makes this an overpowered, and thus bad, race.

With +2 Intelligence and -2 Charisma or Strength (whichever is irrelevant), this even has the skills of a Human. The Human is a perfectly decent cornerstone race, so I disapprove of making something to simply replace it.

Instinctive Emotion makes this race amusing, although I worry that a situational disadvantage is really awkward for balance: whether or not it matters depends almost entirely on what your opponents know.
