I actually really like this. It's a clever implementation of the trope. I don't see it as being the most widely spell in the world, but it's a spell -- it's okay for it to be situational. The only thing that I would suggest is adding a clause indicating that, if an effect can be ended with break enchantment, it can be ended with empower royal kiss -- because there are loads of effects that specifically say that only break enchantment will work to end them, and I think it would be in the spirit of this spell for it to work on those as well.
