Glaciate
Dire Winter (Strike) [Cold]
Level: 7
Prerequisite: Three Dire Winter maneuvers
Initiation Action: Standard
Range: Melee attack
Target: One Creature
Duration: Instantaneous and 3 rounds
Saving Throw: Fortitude Negates

The founder’s favorite technique, she appreciated the ability to freeze someone in place while they slowly froze to death.

As part of this maneuver, make a melee attack. If it hits, the attack deals an extra 1d6 cold damage per initiator level. All creatures except the initiator adjacent to the target take minimum damage from the extra cold damage; this counts as splash damage. The struck creature must make a Fortitude save or become Immobilized in ice and frostbitten, both lasting for 3 rounds. The target can free itself from the ice by making a DC 20 Strength check at the start of its turn, or by being dealt at least 10 fire damage.

While frostbitten, the struck creature takes 3d6 points of cold damage each round and is treated as exhausted for the duration. If the frostbitten creature is carrying a torch (or similar hot object) or is adjacent to a fire it can take a standard action to warm itself up, ending the condition. A creature automatically ceases to be frostbitten if they take more than 10 fire damage in 1 round.
