This is a rectangular picture frame, at least 1 inch in frame width, specially enchanted to make any picture inserted into it animate.
Time passes in the scene in the Plane of Pictures the picture in this frame corresponds to as though there was a non-illustrated creature or object in the scene. Since this effect can easily be replicated by entering the scene, depositing a grain of sand, and leaving again, it's generally used when you want to be able to animate and stop animating pictures freely.
Prerequisites: DC 20 Craft check, DC 30 Autohypnosis check. Failure results in half of the materials (but not XP) being lost. Tome of Prowess Version: DC 20, rank 4 Concentration check.
