What is the purpose of this spell? Could you provide me with some example uses, combinations with other spell effects, etc. This looks like fun, but I can't fathom its utility...

As an offensive spell, it dazes for a round, and destroys tactical abilities of the opponent. They can still fight, but they will be fighting rather straightforward, which you can use to your advantage. Of course if they are Int based, like wizards, they're crippled. In this sense it's not unlike feeblemind, though as a [Cold] spell one can gain immunity via cold immunity, in addition to mind-affecting. Also, no bonus against spellcasters.
As a defensive spell, cast it on yourself and allies (probably allies). While you won't have tactical ability, you effectively benefit from the important part of mind blank. It is a high risk high reward tactic.
