As a rule of thumb I discourage Save vs Lose that still makes you lose when you succeed. Double that for when the success is worse than failing (almost nothing is immune to daze, tons immune to stunning). And triple if Save vs Lose or Lose Anyway was the goal at this price. Better, and possibly worth the price for a mass stunning (nonlethal is gravy). I've no particular emotion from it now... the fluff is still weird, but it's apparently based off a something something I don't get. Also, why metal feathers? Not something more descriptive, or a reason why metal feathers translates into stundazery?
