Good for original, less for the rebuild

The DC of the base truenamer are dumb, so this is good. For my rebuild it is not really important. I debate if it is High though.... for the original it makes things functional but only applies to one utterance (and due to the shitty rules, you can't really spam them). It is Moderate likely. I don't see a need to apply it. It's not particularly strong as is. Though I just read it another way that by "succeeding on your check" your result is NI. So for the rebuild you could not only guarantee success but also max out what you can do (perfect cooldown, and maximum number of targets).
