tl;dr: The powers are OK, I just want to see the excess trimmed.

I don't agree with having all of the ability score bonuses on top of all the powers; I think dumping one in favor of the other (read: the powers should be kept at the expense of all the ability score changes, positive or negative). I also think the constant empathy still has a pretty good chance to shaft you (if your enemy has a bag of awakened rats, as it were), especially if you have to make a separate save for each suitably intelligent creature that dies, even in the same turn.

Looks like a great race to play out of the box. I like the fact that it offers out of combat abilities that won't break the game, but will certainly offer something new that other races don't.

A nice race that is neither overpowered nor underpowered with a psionic twist and some story hooks.

Might still need work, and seems to be a first time attempt at creating a race.

Seems fine, the teleportation thing is interesting, but the flavor doesn't really draw me into the race.

From the ashes, it rises again. And honestly... I'm proud of you. Seriously. It's good now. Well, it needs some fluff text, but mechanically it is now sound. The fact it went from BIG NO to "hey not bad" brings it to Like status. Good job.

Pretty much like Eiji, the dead links are a bit annoying though.
