Frozen Blizzard

Area: 30 ft radius spread

A swirl of blue vapors descends upon the land, rendering all it touches frozen.

For 1 round, the area is surrounded by frozen mists. Creatures within take 1d6 points of cold damage/level, they are dazed for 1 round, and are immobilized for 1d4 rounds as their movement speeds drop to 0 ft. A successful save halves the damage, negates the dazing and immobilizing, and instead slows the target for 1 round. Open water is frozen solid, and melts naturally on its own.
