Serious about safety indeed. This is a pretty potent cantrip here. Minimize damage on alchemical things. It comes closest to damp power (a 2nd level psionic power), as far as I can tell, durations and casting time differences aside. Short version though: a cantrip negates several builds and that's not kosher. Alchemical items cost money, and if used against a player, its just going to make them angry.

The rework makes this much more viable as a cantrip in 3.5e. I wouldn't really recommend it (but it should probably be okay) for use with Pathfinder at-will cantrips though, given its hour long duration and party-wide application, since these things vary from "common" to "never" depending on the adventure or campaign.
