Because this is meant to be a more powerful version of Togetic, which is itself a more powerful version of Togepi. --Luigifan18 (talk) 16:34, 18 April 2014 (UTC)
Togepi's scroll mishap level is 2 (high end of its average spell result),
Togetic's scroll mishap level is 3 (again, high end of its average spell result),
Togekiss's max spell level result is 7(limited wish), average spell-level result is 6, it made perfect sense for its scroll mishap level to be at 6, maybe 7...
This increase puts the scroll mishap level 2 above it's max spell-level potential...
in overall, i'll agree it's very balanced, but i still about this number being so erratic...
It's nice that the "Lucky" ability can be used to avoid this result, most of the time... for such an unpredictable power from-its-base it needs an benefit which is equal to it's risk, true comparing togekiss's ECL:24 to Togepi's ECL:1 and Togetic's ECL:4 puts it's durational and level-based effects worlds above the others.
If anything I'd say Togepi needs to be a familiar/advanced familiar option, which can scale/level(possibly evolve) based on it's masters "master level" or caster level... --Snafusam (talk) 05:05, 23 April 2014 (UTC)
