+10 racial ability bonus — are you for real?!? Balance isn't typically my top concern when I design or rate something — I'm more concerned with fun — but even I can see that this is nuts!

As all the "Denizen of X", it's both unusable and uninteresting. If it was one or the other it could probably be okay, as there's plenty of stuff that falls into one of those camps, but with both it's completely useless.

It has telepathy, but it doesn't.

Please excuse any rambling/madness in this rating. I'll try to get to the point, but this article leaves me at an inability to properly form thoughts. Firstly, this should be sandboxed (given my assessment of it's mechanics to follow). Secondly, I'm not fond of how the flavor is expressed. Given the length of time that has passed between when the article was written and now, more input would have been nice, but alas, these things are what do.
So, I realize that this is basically an experiment to give a race +10 to a single ability score, given that everything else about it is particularly sparse. With that in mind, even with three mandatory HD, it outclasses any fair comparison of a 3rd level character built by traditional means in that regards, but mostly just ends up being boring and lopsided in the end. I also disagree with the inclusion of "you must be neutral on the law-chaos axis of alignment" (to paraphrase, anyways).
As for the flavor, it… it wants to be mysterious, but then explains things, but then just says "this is the way it is" without explaining the Why of the way it is. Also, the telepathy that's not telepathy but is clearly exactly what telepathy is but has no rules… that needs some rules. Also, if these things are from Limbo, how come no mention of them living on Limbo? The flavor gets into their personality when they're supposed to be mysterious and cryptic and… it's all just contrary and irksome to read. This needed to be written observationally from an outside perspective saying "we don't know much about them, but here's what we do know, we just don't know why any of this is" sorta thing. So yeah, I oppose this article.
