As a standard action that does not provoke an attack of opportunity, you can scan a single target, and know the Regular, Touch and Flat-Footed AC of him/her/it. If for some reason it would change (for example an increase or decrease of their dex score or a spell ends), you would not know about the change unless you scanned him/her/it again.
Prerequisites: Craft Wondrous Item, Scan.
Cost to Create: 500gp, 40 EXP, 1 day.
